Weird Idea: LIB/APPEND Runs, but LIB.APPEND Doesn't?

It Could Limit The Scope of Isotopic Actions: We might even say that there is no way to actually produce an isotopic action as the result of an expression.

Well...this runs up against our desire to be able to do things like pass isotopes of actions to things like FIND, as a special "I don't mean this as a literal value" signal.

Lots of moving parts, here.
